Upazila Resource Center is an Upazila level institution under the control of the Department of Primary Education under the Ministry of Primary and Mass Education. It is a short-term training institute for government primary school teachers and the instructors and assistant instructors of this institute visit schools to ensure quality primary education for all and give academic results. Upazila/ Thana Resource Center was set up under IDEAL and NORAD projects in 481 Upazilas from 1998-2005. Then in 2005 the institution was transferred to the revenue budget with manpower. At present there are Upazila / Thana Resource Centers in all Upazilas and Thanas across the country. In keeping with the times, the manpower of the institution is working relentlessly to ensure quality primary education for all. In order to develop the professional skills of all the Assistant Teachers including the Head teachers of Government Primary Schools, various trainings including subject-based training are conducted through the Upazila Resource Center. Apart from this, URC Instructor and Assistant Instructor visit 05 and 07 schools respectively every month and preparation of subcluster training manual and inspection of subcluster training is another task of URC Instructor and Assistant Instructor.
